Before a Law of Motions in the modern acnee of

the term was in existence, a pirate was already con-

sidered an outlaw, e 'hostis humani generis.'

According to the Law of Nations the act of piracy

makes the pirate lose the pretection of his home

State, and thereby his natiɛnal character; and hia

vessel, although she may forme ly have possessed a

claim to sail under a certain State's flag, losen

such claim. Piracy is a so-called 'international

orime'; the pirate is considered the enemy of ever y

state, and can be brought to justice anywhere.........................
